The patch contains an updated PHP-4.0.6 and an updated Postgres.

Implications:

Anyone who has a modified or more modern PHP installed will most likely have a dead Apache after installing this patch.

So if you have a third party PHP installation (PHP-4.1.2 or newer), then don't apply this patch or you risk that your Apache webserver stops.
